Mayor & Council

Township of Montclair

MILLING & PAVING NOTICE

RESIDENTS/BUSINESSES OF SOUTH PARK STREET

(BLOOMFIELD AVENUE TO CHURCH STREET)

The following roadway will be milled and paved beginning on or about Friday, June 28th, 2024, weather permitting. The project is expected to take approximately three to ten days to complete. During this construction period the street will be closed at various times throughout the duration of this project.

Milling and paving operations will begin at approximately 7:00 a.m. Portions of the street will be closed during these construction periods however limited access will be provided to residents.

All vehicles must be off the street and out of driveways by 7:00 a.m. and will remain off until 6:00 p.m. unless otherwise directed by on-site Township personnel.

Overnight on-street parking will be allowed on the adjacent cross streets during this road construction period. Make all necessary arrangements to park your vehicle accordingly.

MILLING – The roadway will be open to traffic once milling operations and all cleanup has been completed. Expect delays due to the contractor’s activity if driving through the work area. Once milling has been completed, please use caution while driving or walking in these areas as the manholes will be raised. Paving will be completed within 5 to 7 days.

PAVING – The roadway will remain closed to traffic for 4–6 hours after paving while the asphalt cools. No vehicles will be permitted on the roadway until the barricades are removed.

Police officers will be directing traffic during the milling and paving operations.

If there is a problem and the Township inspector is not on-site, we ask that you do not approach the contractor but immediately call the Department of Community Services at 973-509-5711. The inspector will contact you by phone within a short time.

Questions regarding PSE&G activities within the project area should be directed to (800)436-7734.

The time gap between when a road is milled and when it is paved is due to a number of factors:

1. Inclement weather or colder temperatures preclude paving work.

2. post-milling inspections. Milling creates severe vibrations. The paving operation is delayed for some days to ensure that no water or gas line breaks will occur. In fact, the Township has PSE&G inspect gas lines within milled roads with “sniffer” trucks before paving.

3. PSE&G construction. PSE&G will often use a milled road as an opportunity to install new underground cable for streetlights. This work delays paving but the result is a more resilient grid.

Every effort will be made to minimize inconvenience however this project will cause a disruption of normal routines and schedules.
