The office of the Municipal Clerk is historical in its traditions, serving as a direct link between residents and their local government since Biblical times. The early keepers of archives were often called "rememberers" and before writing came into use, their memory served as the public record.

NJ Statutes define the Municipal Clerk's responsibilities as:

  • Secretary to the Governing Body
  • Secretary to the Municipal Corporation
  • Administrative and Licensing Officer
  • Election Administrator and Registrar of Voters
  • Custodian of Records
However, these core duties reflect just a portion of the many responsibilities and activities of the Municipal Clerk's Office.

Municipal Offices Closed for Lincoln's Birthday & Presidents' Day PDF Print E-mail

Mt. RushmoreMontclair Township offices will be closed Friday, February 12 and Monday, February 15 in observance of the Lincoln's Birthday and Presidents' Day holidays. Refuse, recycling will be collected. Senior Bus and Evening Shuttle services are suspended.

Regular office hours resume Tuesday, February 16 (8:30 a.m.-- 4:30 p.m.).

DOT Approves Proposed Quiet Zone Improvements PDF Print E-mail

The New Jersey Department of Transportation (DOT) issued orders on December 23, 2009 approving Montclair’s proposed improvements to its railroad grade crossing required for Montclair to implement the 24-hour Quiet Zone proposed by the Township in 2008. The DOT authorization is in response to the Notice of Detailed Plan and Memoranda of Record the Township filed with the Federal Railroad Administration (FRA) last year. This is the document which details proposed safety measures and other improvements required for the grade crossings in order to retain the current 7:00 a.m. – 7:00 p.m. partial Quiet Zone and to establish a 24-hour Quiet Zone by June 24, 2010.

Township Manager Joseph Hartnett expressed appreciation to Township Engineer Kimberly Craft “for all of her hard work in getting this accomplished” and to the Public Transportation Advisory Committee members for “their invaluable volunteerism in helping advance this project.”

 “This is a big and final regulatory hurdle to cross,” said Public Transportation Advisory Committee Chair Don Zief. “Now construction of the Quiet Zone improvements can officially begin, pending final  authorization by the Township Council. The implementation of the Quiet Zone will not only greatly lessen the whistle noise during the week but also on the weekends when our weekend Midtown Direct service is ultimately  extended all through town to Montclair State University.”

During the next several months New Jersey Transit construction crews will be at work in Montclair putting the proposed improvements in place in the twelve designated grade crossings.

“Constructing Montclair’s Quiet Zone will be a first for New Jersey Transit and the first in New Jersey to cover such a long distance and so many grade crossings,” said Zief.

The Quiet Zone must be completed by June 24, 2010.
